Johan Boucht is Professor of Criminal Law. His research focuses on the general principles of criminal law, particularly in relation to economic crime, as well as on the interface between criminal and regulatory law in areas such as police law, confiscation law and administrative sanctions. His work addresses broader questions concerning the legitimate exercise of coercive public power in constitutional democracies, with particular attention to the rule of law, due process and human rights.
Over the past decade, Professor Boucht’s research has focused on legal questions concerning the legitimacy and regulation of confiscation of the proceeds of crime and other property related to criminal conduct. He has published widely in this field, both domestically and internationally, and is regularly consulted as an expert. During theLaw Commission of England and Wales' review of Part 2 of the English Proceeds of Crime Act 2002 (2018 to 2022), Professor Boucht was the only foreign stakeholder invited to participate in the review process. From 2023 to 2025, he represented the Norwegian government in negotiations within the Council of Europe regarding an additional protocol to the Convention on Laundering, Search, Seizure and Confiscation of the Proceeds of Crime and the Financing of Terrorism (2005). He currently serves as a Special Advisor (20%) to ØKOKRIM, Norway's National Authority for Investigation and Prosecution of Economic and Environmental Crime. He is also the project manager of the research project "RODEAS: Rule of Law, Due Process, and Effectivity in Administrative Sanctioning" at BI Norwegian Business School, funded by the Research Council of Norway (2026–2031).
Originally from Finland, Professor Boucht completed his law degree at the University of Helsinki (2004) and earned his doctorate from Uppsala University, Sweden (2011). Prior to joining BI, he was a Professor of Criminal Law at the Faculty of Law, University of Oslo (2015–2023).
