Introduction

The course focuses on the general parts of EEA law, consisting of the general part of the EEA Agreement, institutional rules of EEA law, methodological rules, and general material principles, with particular emphasis on rules relevant to business.

Course content

  • Introduction to EEA Law with a focus on the background and main content of the EEA Agreement, the relationship between EU law, EEA law, and Norwegian law, and the implementation of EEA law in Norwegian law.
  • EEA institutions (ESA, EFTA) and the EEA system for national and supranational enforcement, contrasted with the EU's enforcement system.
  • EEA legal methodology; the general EU legal methodology, the specific requirements for legality, clarity, and proportionality, etc., and EEA legal homogeneity/differences.
  • General material EEA law: The four freedoms and the prohibition of discrimination (main content, scope, and the requirements for legal basis and proportionality in interventions)
